High beams or no beams ???

new to forum, I have a 84' 325-e bimmer, When I turn the headlights on they come on high beam. When flipped to low beam all lights go out, the relay is ok, I think the high low beam /turn lever is ok because it does go from high beam to low beam. Also if I turn on the fog light switch, nothing works untill I turn off the fog lights. Any input??? All sugestions welcomed. Thanks, Mark
