Maybe the switch in the stalk was damaged in the breakin.

are u referencing the cluster switch that comes out of the leftside of steering column? If so, cruise control still works and so does turning signals.....is there anything behind the dash, wireing harness or switch? etc...that i could have been damaged or that i could have pinched when replacing that front panel?

All of the wires in the column run into several connectors at the bottom of the column. It's possible you mave have damaged something. If you have internittent wipers, there is also a module that the switch connects to. Maybe you dislodged the connector.

Any way to easily figure out what is what down there behind the column?

Easy is in the eye of the beholder. When I changed the ign switch, I had to lower the entire column to get to the connectors on top of the column. That required removing the lower dash.

Guess I'd suggest getting a wiring diagram and try to bypass the switch to see of you can power the wiper motor and pump directly and see if you get power at the connector.

You can always remove the bezel again and check behind it for any disconnects or cut wires.
