4wd not working

Hi all
I have a friend that has a 01 tacoma 4x4 and his 4wd in inop....when the 4wd button is pushed the transfer case will engage the front drive shaft(the little light doesn't lite on the dash either) ...but the axles will not engage. We have had toyota certified techs look at it and they are completely puzzled. Any thought would be aprreciated
BTW pulling the fuse used to engage everything, but it doesn't now.

First thing to try is changing the front differential fluid. Use 75W-90 gear oil. If that doesn't solve the problem, it will be more complicated.
