98 caravan rke problem

Hello to everyone, great forum. I have a strange problem on a 1998 plymouth voyager(dodge caravan) I lost 2nd remote so bought replacement on ebay. I went to program per owner's manual by turning key on, pressing unlock and holding for a t least 5 seconds and then pressing panic down and releasing both at the same time. I heard acknowledgement chime to indicate I was in program mode. I then hit key on replacement fob to program it, I forgot I had to hit a key on original fob to have it retain its programming. so now I had the replacement fob that could lock/unlock doors but orig fob didnt work at all. I said OK fine, I will use newly programmed replacement to start programming mode again and go thru the process. WRONG : ( I cannot go into program mode, The replacement fob will unlock /lock doors so it seems to have taken programming but will not put rke or bcm into programming mode? Any ideas out there? either the fob is bad or something on van is stuck? Its like I want to boot my pc at home but dont know how to do that. I disconnected battery for a minute but that didnt do it. Pleeeeeeez help. thanks Steve
