fuel computer chip

Last year, I had this same problem, the car would not start, so I replaced the fuel filter, thinking that would solve it, wound up having to take to mechanic, and he said he cleaned the fuel computer chip, to save time this year, same problem, and to not have to take in unless it does need replacing, where is this chip located, and what do you use to clean it with? Thanks
