I'm sure it is illegal in all states...there have been some threads throughout AF on this subject...and how you could make one...if you do a search I'm sure you'd find plenty of info...
However I think the general concensus is it is a stupid idea that should be reserved for F&F and videogames...it can hinder performance, be dangerous, etc.
If you really want flames, take off your cat and catback and run open downpipe for a day

No, I'm not angry, it isn't addressed in the FAQ, so I don't mind...I'm simply too lazy to do the search for him and find all the past threads...

I wonder if shooting higly flamable vapor into the the exhaust farther up would heat it enough to ignite on exiting as soon as it got enough oxygen.

Most kits disable your spark plugs so you are basicly pumping gas into your exhaust, then when you let off it fires a spark in your exhaust and out shoots the flame. Remove the cats in your exhaust, run a strait through muffler and an open loop BOV and you should shoot flames when shifting at high rpm's

open look BOV = any blow off vavle that doesnt recirculate. Safe, yes, good for your car, probably not. It makes you run rich after each shift, combine that with very hot exhaust and you have youself some flames. Your car may almost stall when you shift though.

alternative is closed loop, like our stock, dsm 1st gen, greddy type-s

i'm curious if it would be possible to rig a system outside your exhaust, but close enough that it looksl ike it's coming from the exhaust?
this might be a safer option, and still be pretty darn cool...

Yes, it's been done, however, it looked like crap and isn't any safer than using your own tailpipes....
