I have a stupid question...

Hello, I need to know what you guys think it should cost me to wire my underground neon lights at a local electrical shop. As far as now, all the wiring seems messy and the lights are not working. The light bulps are all ok, both the front and back.

I am thinking it shouldn't be more than $40? I went to one place and they were asking $60 (but I only paid $30 a left, LOL, because their job was SO SLOPPY...wires hanging...bad!)....
