I've been looking around online and am having a hard time figuring out what to make my first add-on onto this car. Its a 1994 Accord 5 spd with the inline 4. I have like $300-$400 and I've thought about a cold air intake, Headers, Maybe an exhaust, and some cosmetics. Ussually used for just driving around to and from places, maybe eventually racing. All suggestions welcome, along with dealers that have good prices on parts...

GO ebay...get a $30 cold air there. Also get a muffler that you like...then go to an exhaust shop and ask them to custom bend you a 2.5" catback and attach the muffler. All that should be under $300. If you got money left over, get header and hi-flow cat. Then underdrive pulley or something.

Also I think I got some stuff from www.airdynamicracing.com
they had minor performance packages, I got one on sale a few years back and it was pretty cheap.
Also look into tower strut bars on ebay...they will improve your cornering a bit for just a few bucks.

The tower strut bars won't really have an effect unless you drop the car. I would get the cold air intake if you get the one off ebay you should try to find the bypass valve to go with it to prevent hydro lock, also get the muffler and header, just like Igovert500 said. If you want the hi flo cat if you want to, but personally I think it makes the car too loud, get pulled over to quick here in MA. Those are the basic bolt ons to get a little more ponys.

Tower strut bars definantly will have an effect without lowering it...not as much as if it was lowered, but it is a noticeable effect...especially if you corner at high speeds.
As far as the bypass vavle..it's a waste of $30 you wont get hydrolocked unless you are driving through 12" puddles...if you live in Florida and are subject to many hurricanes and tropical storms...then get it, but if not, don't bother.
When you are in deep enough water for the bypass valve to be useful, you car will already be dead anyway.

So, the bypass valve is something you might want to think about getting. I live in MA, and my car is low, there are a lot of big puddles that don't look like it until you go through.
