timing must be off

95 cougar xr7. Just rebuilt the heads, went to start and it spins but won't turn over. Did top dead center but will still not turn over. Getting spark from celenoid, spark to spark plugs seem weak thinking that the distributor needs to be turned. Have replaced distributor cap and rotor. Any sugestions?
