Check Engine Light Inspection Issue

Howdy folks,

I am having an issue with my 2000 Ford Mustang. I recently had it inspected and it failed because the Check Engine Light (MIL bulb he called it) does not come on when the ignition is turned to the on position. I changed the lightbulb and it still would not come on. To check the bulb I put in, I switched it with the battery bulb, which always comes on, and I still got nothing. So I know the bulb is okay.

Next I tried the simple solution and checked the fuses. There are 3 listed for the instrument panel and #5 was blown. I replaced it, but everytime I turn the key to on, it blows. I checked all of the fuses in the box and only #5 is blown.

This is a short of some sort? Is there an easy way to diagnose if it is in a wire or a relay?

its a short to ground, you can buy a haynes manual at almost any autostore for less then $20. they normally have great wiring diagrams
