190 idle problem

starts fine idles fine until you place in gear, once you place back in park or nuetral the idle races, had the wires and plugs as well as a tune up done but the car wants to stall shop looked into a vacume problem and used an air part of some sort this did not fix the probelm

any ideas to sovle this? thank you.
