diesel superduty hydro boost problem

After 99 f-350 superduty powerstroke is driven for a few miles, when brakes are applied they don't let off completely and they drag. The vehicle won't even roll when the brakes are let off it needs throttle applied to go anywhere. A creaking sound can be heard from under the dash when you apply the brakes and can be heard when brakes are not applied sometimes. The pedal also feels hard to push down when in this state. This vehicle only has 65000 on it. Needless to say these sticking brakes are resulting in gross fuel mileage. Does anyone know anything about this problem or have any help?
