learner restrictions

this is a general question as i know most of you are a fans of speed and driving/riding.
the reason i'm asking in the bike section is that most of you are aware that riding is potentially fatal over "normal" drivers who are not as aware.
down here the government is being pressured to restrict learners and provisional licenced drivers. after the recent deaths of a 20yr old male driving a R34 gtr and his 33yr old male and 15yr female passenger at over 200kph (120mph) in a 50kph zone. they lost control and hit a power pole and split the car into two pieces.
options for the government are:
1: power restrictions similar to restrictions already in place for motorbikes.
2: restrictions on late night driving.
3: limit the number of passengers.
4: more education at a high school level.
5: compulsory advanced driver training.
any ideas or thoughts. both from newbies 15-21 and older more experienced riders/drivers

as we go forward in the making of cars/bikes there only goin to get better and faster. So now heres an idea for ya. how bout restricting the amount of power you are aloud to have on the road for a specific age what that should be i dont know i understand how hard that would be to enforce but its an idea. Theres no reason a new rider/driver should be behind a powerful machine.

thats already on the cards, but they tend to think that the "p" platers will just remove the plates and drive the cars anyway.
as you said cars are getting faster and something needs to be done. one accident the day after the one above, was a 17yr old playing 'need 4 speed underground' then went down a road i use daily at over 180k's (110mph) and hit a power pole.

im sayin i knew kids growing up that had fawkin done up bmw's and shit. To many people watch movies or play games and think that you can fly down a dirt road take a 45 degree turn at 110mph and go with no kind of experiance on concret let alone dirt. I'm not goin to sit here and preach beacause that was me pushing the car beyond the limits i knew that i had experance with and i got lucky many times. But hey lets just keep young people in cars no way should you let a youngin get up on a bike. Im sayin im only 20 yrs old so im a young buck myself but unlike most people ive been around riding bikes my whole life. Now cars i didnt know much about them when i was gettin started and learnig to drive. But driving is dangarous its self but to let a rookie run around on a bike with these crazy asses out here. As a parent letting a beginner (your child) take something powerful out is just like playin russian roulet with 2 bullets in stead of one and u pulling the trigger cause u've set them up for failure. The main thing is not the cars or the bikes but that we need less people with kids and more parents.

man I'm so behind, I only got around to take c, double c, and s curves ~55 mph. :D
Anyway Aussie, all that stuff would still prevent very little from kids ramming into poles, just like underage drinking and driving. Kids here bitch about not being able to get operator's license at 13-14, so go figure.
Ze edumacacion beginz at homez, not from their homies.

13-14 im sayin i was still learnig to wipe my own ass so how the hell could i drive a car. naw j/k but seriously. The main thing is not driving ability id say id lean more towards distractions. As the world turns more and more people are driving so because of that traffic has increased(well no shi*) which means more people turning, changing lanes, puttin on make-up, talkin on the phone, and eating, o while driving a stick at the same time. But while all this is goin on what is not being done oh thats right we dont have cars which drive themselves so we as a driver must WATCH THE ROAD. <<<when was this needed to drive im sayin is it really needed to watch the road, well contrary to what you belive it is sorry. So take away the distractions as well as enforce rules shit im lucky to be alive after the stuff i pulled in my first car. Being young and dumb but now after a few short yrs i've matured alot so be safe out there.

I dont know i dont think that there should be more restrictions since most people know what to do on the road... i just got my license 5 days ago for my car and most of the people at my school are rich preppy kids who this by putting 6-7 grand into there 2004 cars give them the right to speed down the road and do stupid shit... i mean yea i'll go over the speed limit but i wont push the limits.... im trying to put some mods in my car but when i race it its gonna be on the drag strip not on the highway... and i dont think there should be restrictions on Motocycle licenses either for the same reason... i cant get mine til i turn 18 anyway since my parents think that i wouldnt be able to deal with the other cars on the road or something liek that but i repect that and think that its right for them to do that
