is there a company that makes reproduction 428 cobra jet engines? if yes how much are they and what company makes em. if not, are there parts out there to make a new one?

I'm afraid there are no "crate" 428s. I wouldn't look for them in the future, either. The FE design is dead. The Lima (429/460) is so superior in most respects, all the Ford racers have gone to them, except those lucky few that have an ample supply of FE parts.
What is the purpose of the 428 you ask about? If a restoration, it would be worthwhile to search the auction houses and classified ads around, for the block and crank. Those are the hard parts to find. The heads are essentially the same as the 390GT heads, which are more common. The exhaust valve can be upgraded to CJ specs. The intake and exhaust are also the same as 390GT.
If it isn't for restoration, but for horsepower or "bragging rights", forget it. 428s are pigs. My GTO NEVER got beat by one, in a Mustang OR Torino. 427 is an entirely different matter. There are few similarities between 427 and 428. And 429? WooHoo! MUCH better engine family. You'll find there's a lot more than 1 cubic inch difference between all three of these engines.

its not for a resto but i want something that i can brag about as you said. which of the 427/429 would make more hp/torque.

This is a really complicated subject if you get into it.
The FE engine family, (found in the following displacements: 332,352, 360, 361, 390, 391, 406, 410, 427 and 428 cid) is complicated.
There were huge varieties of high performance parts sold from the factory and aftermarket from 1961 to 1968. As Pbody says, unless you are restoring it and NEED an authentic FE performance block, its not worthwhile.
It is possible to build a powerful FE, just locate the correct parts, the problem is that all the performance designs are old and all development stopped in 1967 or so when the 429/460's came out. The parts development, for the 429/460 especially in the aftermarket is still ongoing today.
You can build a 429 for the same money as an FE, its much easier, and you get more power.
Finally, 429's were only made from '68 through '73 and are not too common today. However, the 460 is very common, as it was made from '68 into the '90's. It has a longer stroke (3.85" instead of the 429's 3.35") so it will build more low end and mid range torque at the expense of higher revs.)
I woud suggest for bragging rights on a budget, build a 460. Just remember that most 460 cylinder heads suck the bag, but good aftermarket ones are available.
