N/A tuning questions

Ok, I have decided not to use a turbo setup for various reasons. I want to see what this engine can do N/A. I have a 01 Tib, BTW. Anyway, I am on a limited budget, so I am going to have to do this gradually. Here is a list of what I have thought of putting in:
Fuel System:
bigger fuel injectors (how big should I go, I was thinking of starting off with around 350cc)
new fuel rail
higher output fuel pump
Intake:
bigger throttle body
larger intake manifold
short ram
port and polish
Exhaust:
headers and race cats
(already have a 3A Racing cat-back exhaust)
Internals:
high compression pistons
cams (maybe?)
Electronics:
some sort of piggyback computer (I was looking at the Greddy E-manage as a possible candidate)
If anyone has any other suggestions of what I should or shouldn't do, please let me know. The main question I have is what should I do first to see the biggest increase in HP. For example, I was thinking of putting in the bigger injectors, fuel rail, and fuel pump first. Then later putting in the throttlebody and intake manifold with short ram. Next would be the headers and cats. Then do the port and polish when I put in the internals. The computer would be last. This is my first time doing anything like this, so tell me what you think.

Here's what I'd suggest getting first:
Intake:
AEM CAI
BBTB (Iceman is coming out with a 62mm one soon)
AirRam IM
Exhaust:
Maintec GT Headers(go to www.rdtiburon.com . We've got a GB going on for these and a lower performance set of headers. It'll be the only time Kspec will give a price break on them.)
Also, get a 1.8l cam. It lets the engine breathe more, which means more power.
Intake:

you get high comp pistons, you will NEED to get cams to match them, and not just the 1.8L cam.
you add all that fuel stuff first, you will be running super rich.
if you want to keep modest n/a mods, just get a apexi safc2, 1.8L cam, CAI, bored throttle body, bored intake manifold, header, high flow cat, exhaust, plugs, plug wires.
i wouldnt go with high comp. pistons if you wanted to keep your car at all streetable.
