Spare tire mounted on tailgate

My uncle has a 91 s10 blazer same as me but his spare tire is mounted on the tailgate outside whereas mine is on the inside. Well he told me the other day he is having trouble opening it up from the outside because it keeps sticking. You have to pull what reminds me of a trigger and its supposed to pop. My question would it be better to goto a junkyard and try to find one there that worked and how hard would that be to remove it and install it or are there places selling these new? It kinda looks like it mite be gettin rusted out. he mite be able to get me a pic of it

problems with popping the latch holding the spare tire so that you can get the tailgate open. you have to move the tire away from the tailgate to get to the window

In the mood tonight to kinda clear things up i have left open for awhile sorry about that but no work need something to keep busy.
To get it open we have to have a screwdriver go down where the trigger would connect via cable to the quick release pop it from there. We have it heavily lubed it right now but he has not used it awhile. The star bolts on the side where it is mounted are they torqued in with an air wrench or regular wrench. Going to probally get an entire new assembly from wrecking yard because the new part the trigger cable mechanism is 60 bucks

There bolted in with an air gun!
I was able to get two of them off with a screwdriver, but I did end up going to a shop to get them to rip it off for me..
