upper brake light on 98. Can't get working.

It's my Moms car. Not familuar with it at all. Brake tail lights work but not upper one which has 4 bulbs. Wiring "looks" ok. Something so simple (I thought) yet I can't figure it out. Is there a relay to the upper one or just simply wiring going to it from one of the tails?

What model is the car?
An 'L'? An 'RS'?

Did you check the fuse box?

Impresa Outback Sport.

No seperate fuse for upper brake light.
