Heater Problem

When I first start my 92 ES300 up on a cold morning with the climate control in auto, the expected operation of the system should be: as the engine warms up, the blower motor speed gradually increases. However, what actually happens is that the blower motor does not start to run until well after the car has begun its warm-up. Any thoughts?
