Taking off the governor

I don't know why, but a buddy of mine wants to take the governor off his Ford Contour. Anyone here know how to do it?

you have to get a chip burned to remove it or have someone reflash the computer.

dependin on the tranny/motor and wireing you might be able to just cut a wire
