i have four Rally II pontiac wheels that all have some rust and need some work. can someone help me out by telling me what i can do to make these potential-beauties shine

Performance Years and Ames Performance both have excellent masking and painting kits for Rally IIs.
Get them sand-blasted down to the bare steel. Use a high quality primer on the entire wheel. Follow the instructions in the kit from there.

With all the NOS wheels out there today, why restore a wheel like that. Slap some Craiger retros on there and go.

Pretty much what MrPbody said.
I have some AMC rallye wheels that are pretty rare that I took down to the metal, filled pitted areas with a good quality body filler (much worse rust than yours) than finished them, look brand new now except for the missing centercap on one of them (only have three). OEM Paints also sells factory matched colors.
