cause IQ is done on a scale.
100 is average for your age and region etc.
110 means you are 1.1 times average "intelligence"
90 means you are .9 times average.
100 is meant to be the average of a whole bunch of tests, including general knowlege, maths stuff, shape recognition, memory... bla bla bla
look it up for a better definition.
so the national average of a national IQ test should be 100. some states will be above 100 on average and some will average below 100.
so 101 means that that state only JUST got above average.

Oh yeah, I know all about IQ tests. It just didn't make sense to me that each state would be at 100, because of regional variation. I didn't go through the methods and statistics of the research.
