How to check for a bad CV joint.

I have a 99 Grand Prix GT and when driving on the highway at 60-70 mph, I get a vibration in the steering wheel. I also feel a small pulsation in the brake petal when braking. The pulsation seems to change. 1 time it's bad and then, the next time out you won't feel any at all. The car has all new brakes, the wheels have been balanced, new tires, so I'm thinking wheel bearing or CV joint. I don't get the clunking that you normally hear when CV joints fail but can't rule them out. What is the best way to check the Cv joints? Any other ideas would be a big help. Thanks.
