Need help

I was told that the whining sound coming from my motor is my water pump, but it comes on very peirodacly. Do you guys have any suggestions. Also when i turn i hear a slight rubber agenst rubber sound from my steering wheel...its a 2000 camaro. Thank you Also it comes on any time cold or warm, long run or short run...whatever it just starts to whine...

power steering? check the fluid

when my water pump was messed up it was a constant noise not a periodic noise.
