my new car code 20

i just bough a 89 dx with a zc. the guy that sold it to me said the car just died on him. and he saw a puff of smoke that came from under the hood. i looked at the ecu and it gave code 20( electric load) right.. so what can possibly be?? it turns over but seams like it is taking alot of power doing so.??? any ideas?

no just vrm vrm vrm lol its jetting enough power it just draws alot. and doesn't start lol.

humm maybe but would it start anyway. mabey it is turrning to slow and that the only reason why it wouldn't start???
