front bumper edges not attached

Hello everyone,
My front bumper's edges are not connected to anything. Upon observation I could not determine how it's supposed to connect or what's missing/broken. It seems like every jimmy/blazer you see in the lot has this mishap, but then again you see that rare gem that looks as it should. Any insight would be great!

yes, I scraped against the garage while in reverse.

I would check again, I think it attaches to the bumper somewhere.

I think there is some sort of clip that attaches the bumper to the wheel well, but it does not snap in to the wheel well, and I haven't gotten it off the bumper yet. I just know there's a clip, becuse I'm able to rotate it freely inside of the bumper's side.

I had the same problem with my 95, someone bumped it in the parking lot at work, and broke the clip inside. I used a nylon zip tie and it is still in place, that was two years ago.
