To much fuel, won't run

1991 Ford escort gt is getting to much fuel and won't run.
I know this because the plugs are wet. If I disconect the fuel line it will start and run untill if runs out of fuel. Putting it back on floods the engine. What could the problem be??

Stuck injector, bad FPR, VAM stuck, clogged return fuel line or even posibly a bad O2 sensor.
