The best I can think of is to reach up from under the car and spray the thing with a rust eater, or even WD-40. You might even be able to spray it from the front of the car, right in the gap between the front of the hood and the grille. The rust eater might take an hour, but it will work if rust is the problem. WD-40 will pretty much only lubricate the release.

I had the same problem but I managed to get it open finally. Once I did get it open I sprayed it with wd40 and it was an instant solution. My hood opens first time everytime now.

Did you try having someone push down on the hood while you try and release it, this would take the load off of the latch.

Same thing happened to my 89. Using some WD40, sprayed underneath hood while prying it a bit with a screwdriver. Once lubricated it opened up no problem. Just rusted up and seized..

WD-40 is basically a cleaner and not a lubricator. I know on garage door rollers you spray the WD-40 to clean them and them spray them with white lithium grease to lubricate. I would think this would apply here, too.

Did apply a light oil once WD40 did its thing and works no problem.
