89 starting problems

For the past 2 1/2 years I have been having this starting problem.
When I park my car be the water and leave it there for a day, and don't start it or drive it, when I go to start it I have to crank and stop, then crank and stop for like a hour or more. I can smell fuel out of the exhaust. But it sounds like its not sparking... I took a spark plug wire off and I am getting spark.... When I am at home I can leave it for 2 days and it will start right up... Any ideas?

check for moisture in the distributor cap when it won't start
