i have 17x8 wheels with a 215/40 tire. my car is lowered about 2 inches. i want to decrease the gap between the body and tire. is this possible buy switching to a 45 series tire? or do i have to lower my car even more. the car's height is perferct for everyday driving right now

Speed, as long as you have the room to do it, then using a taller tire will make the fenderwell gap look smaller. The potential problem is if you make the tire so tall that it rubs when you turn the steering wheel or when you hit bumps.
You can watch the existing tire while a buddy bounces the car up and down to see how much room you have with the ones that are on it now, but unfortunately the only way to tell for sure is to try it. But once you drive on the tires, you own them.
Hope this helps.
