Passenger Power Windows 1995

I have a 95 Escort with power windows. First the driver side panel stopped working for the passenger side window and now the passenger side panel has stopped working as well. Sort of. If you fool with it long enough it work. The driver side will not raise or lower the window where as the passenger side will lower the window no problem but will not raise it, unless you play with it long enough and get lucky.

Any ideas??
