No horns

I have a '99 Sierra 1500 with the new body style. The horns don't sound when you press on the center of the steering wheel but work for the panic button on the remote and if you open the door when it is locked. I have swapped both the fusses and the relay under the hood but that hasn't fixed the problem. Any ideas?

make sure the horn button is making good contact. you can usually take it off by removing 2 screws behind the steering wheel
