brake light fuse blowing

I have a 2001 ford f150 Lariat. I was driving and the brake, turn & hazard light fuse blew also on that fuse is the speed control module. every time i try to replace the fuse it blows. i took all of the lights out and sockets and tried to put the fuse in and it still blew. i look at the tow wiring and could not see anything wrong. question 1. is there a way to disconect the trailer lights?? question 2. I had the Idle air controller replaced just a day before this happened could it be related?? thanks for any help
