Emergengy brake

The emergency brakes on my 89 GP don't seem to engage very well. NYState inspection requires the emergency brakes to hold the car in drive at idle. These just barely do it. The cables, calipers, and pads are new. Is there an adjustment that should have been done that wasn't?
