Lighting Problems on '98

I have slowly been losing my lights... first my driving lights, then my daytime running lights... then the other day I lost my dashlights and my taillight.. BUT when I apply the brake, the tail lights work. When I turn on my headlight, my turn signal do not light up but when I use the turn signal, they work. Any thoughts? Is this a ground problem. I'm at a lose...
