Let me see if I can help.
1. Sounds like it might be the control arms/tie rods. Common problem with the B5 chassis, both 1.8T and V6 engine versions. There is currently a recall on these for the Audi A4 B5 chassis in Europe but VW hasn't stepped up yet as far as I know.
2. Not sure about the passenger footwell wet issue. I have to assume the leak is coming from either the door or the firewall area. I'd check for leaks after the car sits for a while covered to see if you can locate the source.
3. The clutch in the Passat is pretty rugged but how long it lasts really depends on the driver and the driving conditions. I've heard people eat one up in 60k miles and others have the original clutch with twice that on the odometer. This really is a YMMV kind of thing.
4. The largest alloy wheel that can be fitted is dependent on a couple of things. Since you're not modded and are running on the original supsension, you can comfortably go with 18 x 8 wheels and not worry about rubbing. I know some who've gone to 19s and are lowered that don't have rubbing issues too but its hit or miss at that size.
5. The timing belt repair in the Passat is expensive because so much else runs of that same belt and requires replacement at the same time, specifically the water pump. This is not a repair to wait on either as bad things happen to those who wait and have it fail. Very expensive things. There is also an upgraded pulley that they'll swap out - they improved the pulley for the 2000 model year.
Hope this helps.
