The Blitz Front Bumper

On a 97 Civic, does the small grill shell below the hood part of the whole Blitz front bumper. Or is it a body kit where your factory grill sheel stays on?:smoker2:

From the picture I've seen of the Blitz bumper, the upper grill is part of the whole bumper cover.
