i was just wondering, i'm about to put decals on my toms supra, but my question is it okay to use rubbing compound and wax before i apply decals? Does it have any impact on the decals?

Compound is fine since it will not leave anything.
Wax might cause problem since it's an oil.

Compound before decals, wax after decals.
Be careful what wax you use, Tamiya wax is fine over decals, but not all auto waxes are.

Wax after decals. Waxing only adds a coat of wax that smooths out the surface, the decals won't stick to it. Rub the car, wash it thoroughly, then do the decals. This will assure the best adhesion. You can wax after that, or clearcoat then wax...it's whatever. Be careful with clearcoats though, sometimes the decals bubble and stuff.

Wax last...it will remove any water markes left after the decal has dried out and leave a nice shine
