Help! My Highbeams Will Not Turn Off

3 weeks ago my highbeam light came on and will not turn off, the lights
are not even on!! I have to disconnect the battery cable every time I turn the car off..My brother took out the fuse, the relay switch, disconnected everything from the steering column and they will not turn
off.. Someone Please Help Me.
