Looping Idle

I have read some of the threads on idles already but I didn't see anyone where the problem was fixed. I have a 90 integra ls, new plugs, cables, distributer cap and rotors. It is stock with 150,000 miles on it. The idle is crazy tho. Sometimes after I let it warm up, it idles at around 600 +/-50 but after driving around it will start to jump up and down from 1000 to 1500. Could it be the IAC? Or the TPS? I cleaned out the throttle body with some carb cleaner. What should I do? Also my shifter vibrates in the low rpm's...thnx in advance

Sounds like the IACV to me. It may be worth your time to pick up a used one at the junkyard or somewhere and try it to see if it fixes it.
