RC Module help needed.

Hiya, im not the cleverest person in electronics here, maybe someone will be able to help me. I currently have a Futaba Field Force 9 Set (FF9 or 9C) Controller that is default 35 mhtz FM, for my helicopter. But i want to set it up so i can use it on my car legally. Does anyone know where i can get a 27 MHZ FM Modulator for it, or give me a solution that will work? Im in the UK so i think 75 MHZ is illegal.
