high beam headlights

Has anyone else had this problem with their high beams. When i go to put my high beams on their has been a couple of occasions that the high beams didn't come on. When i flip the handle again the beams sometimes come on or i loose all lights ( even the dashboard). When i flip it the third time i get my lights back on ( low beams). It doesn't happen all the time though. I can sit it the truck and flip the handle 20 to 30 times and it doesn't do it. Does anyone have any idea what's happening? Is it a wiring problem or fuses? I have a 1999 Dodge Ram 1500 pickup.
