testing a brake caliper heeeeelp

hi my celica 94 the right side caliper is frozed, i lift it up and remove caliper and with a C clamp try to push in the cylinder but was too hard
then I remove the hose and the cylinder easily went in with the C clamp,
now tha caliper as I was told from the previous owner it was new when i bought the car a year ago, then I assembly the caliper back on to the car apply the brake and the cylinder froze again,now the question is thats a bad caliper,hose or what is it?
by the way the bleeder bolt broke trying to remove it.
please need help
