an old buddy of mine says that somewhere located in the vin number it tells to expect high/low insurance by how high a certain two digits are. my girlfriends father who is a certified mechanic says thats BS. would anyone know anything about that? or if you need my to explain more so you have a better idea of what im talkin about just ask

The VIN tells identifies body style, engine, drivetrain, transmission, as well as year, make, model, sub-model information. From that information, the insurance company determines what your insurance will be (your age, location and driving history also play into that).
For example the 17 digit Volkswagen VIN contains the following information.
Position 1-3: Mfg. Make
Position 4: Series (GL/GLS etc.)
Position 5: Engine type
Position 6: Restraint system
Position 7-8: Model (Golf/Jetta etc.)
Position 9: Check digit (calculated per NHTSA Code)
position 10: Model Year
position 11: Plant of Mfg.
position 12-17: Sequential Production No.
