Check your Brake fluid level, I was coming down a steep hill the other day and my "Brake Light" came on and stayed on. I looked in the civic manual and it said it could be do to low fluid levels. There is a sensor in the master cylinder brake fluid container. When you rev it up it may be moving the sensor just enough to come on. Don't know about the buzzing though. May be a audio sensor or somthing.

Looking at the Haynes repair manual the circuit runs off the same circuit as the horn. Check to make sure that the horn isn't shorting out the brake light switch some how. Check all the wiring on the horn and on the brake light switch to make sure everything is intact. Could that buzzing be coming from the horn or is it coming from the brake light switch. The brake light switch is located on the top of the brake pedal.
