lowering springs/camber kits

i got a 97 prelude (bought used about 1 year ago) and it's obviously been lowered. a few months after i bought the car, i put new tires (toyo proxies) on. just a few days ago my wheels were turned all the way to the left when i parked my car and noticed the inside tread of the front tires were extremely worn. from what i know, if you lower a vehicle, you need to install a camber kit to correct the tilt of the tires and prevent uneven tire wear. obviously, the previous owner did NOT install a camber kit. here's my question--i want to redo the suspension with some new KYB AGX shocks and maybe some Eibach Prokit springs--when is a camber kit absolutely necessary? is it after a certain amount of drop? the Eibach Prokit springs drop a Lude about 1.3" front and rear--would that require a camber kit?
