95 Regency Sluggish Cranking

My Aunt has a 1995 Regency (little old lady driven). This car has been very well taken care of (no driving in snowy conditions and garage kept).
The car acts sluggish in starting, like the battery is low (but that was load tested and read Okay), or timing is off (but the car has the ECM system), or a starter problem (going bad, but it does start). This sluggishness (if that is a word) only lasts for a second and the car does start, but it worries her (and me).
Any suggestions?
