Fan wont come on ...

Alright, My phone doesn't come on at all, I'm assuming the bigger relay box thats mounted up above my engine is the fan relay ? If i ground out one specific wire, My fan comes on , Whats that mean ? And is my problem in the fan relay ? or else where ? Any replies are greatly appreciated, Thanks :) .
