To be honest, I really don't know what that is could you explain it to me? It's like this, I have these little pins that insert into the front and rear axels and the have this flat rounded end like a nail almost. My guess is it's supposed to snap onto the chrome rim but it doesnt and if I try to roll it, the wheel comes off and the instructions say not to glue the metal pin to the rim, so what am I supposed to do?

I have a revell civic tuner series(it has a yellow civic on the box cover if that helps.

May I ask this.
Why does it matter if the wheels on a static display model roll?
Personally, I'd rather mine don't roll as it reduces the risk of them getting bumped to the floor or into something if they can't roll.

Model wheels are supposed to roll?? Next thing you know someone's going to tell me that you're supposed to read the instructions.
