1999 5.2 starter problem

ok, my dad has a 99 durango 5.2. Stsrter wasn't working at all...just a click. So, I replaced the starter...with a NAPA starter. Went to turn it over and the starter now turns ok, but doesn't engage. Any ideas??? bad starter?? need shims?? thanx for any/all help!!
