You got it - you have to drill out the rivets and then it will come off.

Yeah, you're right. You'd think they would use screws.
But the book says:
"License Bracket Replacement - Front
Removal Procedure
1. Drill out the rivets that retain the license plate bracket.
2. Remove the license plate bracket."
And there's a cute little picture that shows you what the license plate bracket looks like. :)
At least you could put screws or nuts and bolts on the new one.

The license plate "bracket" is not delivered attached from the OEM but is rather installed as part of the dealer prep depending on the state in which the vehicle is delivered. For example, Michigan law does not require a front plate on passenger vehicles (I commend them for recognizing how obnoxious front plates look) so the "bracket" will not be installed if delivered through a MI dealer (I took delivery of my '95 as a GM-PEP vehicle in Flint, MI). Here in MO, where our politicians owe favors to their brother-in-law the license plate manufacturer, we have to have front plates and so Missouri dealers install the "bracket" which can often be found wrapped in plastic and sitting inside the trunk of the new car on the dealer's lot.
There must be an official installation that calls for rivets. However, the one on my '95 (original owner) was screwed on. It was easy for me to replace after an idiot backed his truck into it. Fortuntately for me the "bracket" saved the bumper facia from damage!

thanks for the information...i took a 2nd look, the license holder is definately rivited to the bumper..i'm wondering if i can even get my hands behind there to re-attach ???? do the screws on yours just go into the ruber bumper or is there a steel plate...i'm guessing i could just drill out the rivits and screw it back on ??? thanks

My '95 did not have a front bracket installed when I bought it & I wanted to add one. I bought one from a dealer & secured it with sheet metal screws into the rubber (per dealers advice). Easy to do & holds very secure . . . I really don't think you would need to get access to backside unless the holes are really oversized after you drill out the rivets.

Mine went the same way as RLTs. Had to buy one. There was obviously one there before cause the holes in the plastic were threaded. Bought one, painted it and slapped it right on w/ stainless lic. plate screws.
